In the considered opinion of this Court, the petitioner is supposed to have approached the Permanent Lok Adalat by way filing an appropriate application in terms of Section 22-C of the Legal Services Authorities Act, 1987 (for short, "the Act of 1987"). The provisions contained in Chapter VI-A of the Act of 1987 deal with the jurisdiction, conciliation and settlement of disputes by the Permanent Lok Adalat. The expression "public utility service", as defined under Section 22A(b) of the Act of 1987, includes the supply of power and electricity. Therefore, the grievance raised by the petitioner falls within the jurisdiction of the Permanent Lok Adalat constituted under the Act of 1987. 4.
Considering the overall facts and circumstances of the case, this Court deems it appropriate to dispose of the present writ [2026:RJ-JP:36079] (3 of 3) [CW-14218/2026] petition with liberty to the petitioner to file an appropriate application before the Permanent Lok Adalat having territorial jurisdiction within a period of two weeks from the date of receipt of a certified copy of this order. 5. In case, such an application is filed by the petitioner within the aforesaid period, it is expected that the Permanent Lok Adalat shall consider and decide the same, after affording an opportunity of hearing to all concerned parties, in accordance with law, expeditiously. 6. Stay application also stands disposed of. (ANOOP KUMAR DHAND),J 31-Arun/-
