IN. 4 Digitally signed by SHOUGRAKPAM SHOUGRAKPAM DEVANANDA DEVANANDA SINGH Date: 2024. 12. 20 14:48:17 SINGH +05'30' IN THE HIGH COURT OF MANIPUR AT IMPHAL WP(C) No. 873 of 2024 Wairokpam Guneshwor Singh … Petitioner Vs. State of Manipur & ors. … Respondents B E F O R E HON’BLE MR. JUSTICE AHANTHEM BIMOL SINGH O R D E R 20-12-2024 Heard Mr. N. Jotendro, learned senior counsel assisted by Syed Murtaza Ahmad, learned counsel appearing for the petitioner and Mr. Niranjan Sanasam, learned GA appearing for the respondents. In view of the limited prayer made on behalf of the petitioner and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the Motion stage itself.

At the outset, the learned senior counsel appearing for the petitioner submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by passing an innocuous order by directing the Commissioner (Home), Government of Manipur, to consider the representations dated 14-10-2024 and 04-12-2024 submitted by the petitioner on its own merit and strictly in terms of the applicable guidelines and to dispose of the same by issuing a speaking order within a stipulated period. Mr. Niranjan Sanasam, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representations submitted by the petitioner, he has no objection in WP(C) No. 873 of 2024 Contd…/- -2- disposing of the present writ petition as prayed for by the counsel appearing for the petitioner.

Taking into consideration the submission advanced by the counsel appearing for the parties, this court is of the considered view that interests of justice will be served if the present writ petition is disposed of with the following directions:- (i) The Commissioner (Home), Government of Manipur, is hereby directed to consider the aforesaid representations dated 14-10-2024 and 04-12-2024 on its own merit and strictly in terms of the applicable guidelines and to dispose of the same by issuing a speaking order; & (ii) It is made clear that the whole process should be completed as expeditiously as possible. With the aforesaid directions, the present writ petition is disposed of. JUDGE Devananda WP(C) No. 873 of 2024 Contd…/-
