Tamphamani, learned senior counsel appears for the respondents. [2] The present contempt petition has been filed stating that the order of this Court dated 13. 07. 2017 passed in W. P. (C) No. 383 of 2016 has been disobeyed. [3] Reply affidavit has been filed by respondent No. 2 on 17. 09. 2019 enclosing documents as Annexure- P/1, P/2, P/3, P/4, P/5, P/6 and P/7. As per Annexure-P/3, two persons were appointed and constituted a Committee for Review DPC in terms of the order of the High Court. In the list of eligible persons at Annexure-P/4, petitioner No. 1 is at Sl. No. 37, petitioner No. 2 is at Sl. No. 53 and petitioner No. 3 is at Sl. No. 84.
Inspector General of Police (Zone-II), Manipur, Imphal forwarded the proceedings of the review DPC to the Director General of Police by letter dated 22. 10. 2018 (Annexure-P/5). That was forwarded to the Joint Secretary (Home), Government of Manipur on 29. 10. 2018 (Annexure-P/6). It appears that in the meanwhile, the same petitioners Page 1 challenged the proceeding dated 22. 10. 2018 in W. P. (C) No. 1083 of 2018 wherein an interim order was passed on 26. 11. 2018 that no appointment order be issued pursuant to the review DPC (Annexure-P/8).
