Item No. 82 IN THE HIGH COURT OF MANIPUR AT IMPHAL WP(C) No. 550 of 2024 Bill Clerks Welfare Association ….. Petitioner/s - Versus – State of Manipur & 2 Ors. .... Respondent/s BEFORE HON’BLE MR. JUSTICE A. GUNESHWAR SHARMA Order 04. 12. 2024 [1] Heard Mr. M. Ibohal, learned counsel for the petitioner and Mrs. Ch. Sundari, learned G. A. for the State respondent. [2] The petitioner who is an Association of Bill Clerks of Electricity Department and MSPDCL approached this Court for an innocuous direction to the respondent to publish the draft amendment of the existing Recruitment Rules for the post of Junior Commerce Clerk as Junior Cash Collector. [3] Learned counsel for the petitioner draws the attention of this Court to a copy of the letter dated 28. 04. 2022 submitted by the Administrative Officer (Power), Electricity Department to the Joint Director (DP), Government of Manipur to publish the draft rule.

It is submitted that there is no official website of the Electricity Department, Government of Manipur. It is also submitted that the publication in the website for the period of 30 days is mandatory before publication of the final report. [4] Learned G. A. has pointed out that DP is not a party in the writ petition and it will not be appropriate for passing a direction to the DP in this regard. [5] In the circumstances, the Administrative Secretary (Power), Government of Manipur is directed to publish the draft amendment rules in any available website of the Government of Manipur within a period of two months from the date of receipt of a copy of this order. [6] With this direction, writ petition is disposed of. [7] It is made clear that this Court does not express any opinion on the merit of the case except for direction for publication in the website. [8] The petitioner is at liberty to approach the State Government for any appropriate relief.
