" 2. Heard Sri A. Likith Reddy, learned counsel for the petilioner, i Sri M. Vamshi Kuan Yadav, learned Assistant Government Pleader I I I for Technical Education appearing for respondent '1o. 1. With their consent, this Writ petition is disposed of at the stagr: of admission.
3 1 Learned counsel for the petitioner submits tt at the petitioner is a bona fide student pursuing B. Tech in Compr er Science and Engineering with a specialization in Artificial rtelligence and Machine Learning. She has consistently mair I rined a strong academic record throughout her course, securing ir r average CGPA of 8. 0 across all previous semesters without : ry backlogs. ln addition, she successfully completed an interns;l ip with Student Spot and was awarded a Merit Certificate t ,r achieving an outstanding score of 98. 420/. in the Naukri Canl us Young Turks 2025 competition - 3. 2 lt is further submitted that the petitione duly paid the prescribed examination fee, which was accept: J by respondent No. 2, and she was permitted to appear for the int:'nal examinations conducted from 06. 04. 2026 to 09. 04. 2026. The p etitioner had also informed respondent Nos.
3 and 6 well in a,l /ance about her -, ongoing medical condition and expressed app :hension that her attendance might fall short of the prescribed requirement. The respondents, however, assured her that he' case would be considered on medical grounds, Acting on su: I assllrance, she L I submitted all relevant medical certificates and supporting records substantiating the genuine reasons for her intermittent absence 3. 3 However, despite the said assurances and without duly considering her medical condition or the material placed on record, the respondents issued the impugned Detention Notice dated 06. 04. 2026 bearing Ref No CVR/PrincipallNolicel3l12025-26, detaining the petitioner solely on the ground that her attendance stood at 45. 1o/o as against the prescribed minimum of 65%. 3 4 lt is respectfully submitted that in the immediately preceding semester, i. e. , B. Tech lll Year I Semester, the petitioner had also suffered a shortage of attendance on account of her medical condition.
On that occasion, the respondent authorities, after duly considering her medical circumstances, adopted a humane and reasonable approach and permitted her to appear for the examinations. This clearly demonstrates that the respondents had accepted the genuineness of her medical condition and recognized that a rigid application of the attendance requirement would result in grave injustice. 3. 5 However, in the present semester, the respondents have taken an inconsistent and arbitrary stance by issuing a detention notice without any justifiable reason, despite the persistence of the same medical condition. Such a departure from their earlier approach is unreasonable and lacks fairness Den ing the petitioner an opportunity to appear for the examinations, n: rvithstanding her j bona fide efforts and medical incapacity, wor I cause serious prejudice to her academic progress and adverse affect her future ' prospects 36 lt is further submitted that the B.
Tech (C:E, Al - & ML) lll Year ll End Semester Examinations are schedul: J to be held from 20. O4. 2026 to 04. 05. 2026. ln these circumstanc€,r , it is prayed that this Hon'ble Court may be pleased to direct t I : respondents to permit the petitioner to appear for the said exir ninations by duly considering her representation dated 09 04. 2026 4 ln light of the submissions advanced ,,n behalf of the petitioner, and having regard to the urgency of ttr, r matter in view of the examinations commencing from 20. 04. 2026, ris Court is of the considered opinion that the interests of justice wrr rld be best served by issuing appropriate directions at this stage, wit rout insisting upon formal notice to the respondents. 5. Accordingly, the respondents No. 2 to ( are directed to examine and dispose of the representation lated 09. 04.
2026 submitted by the petitioner, in a fair and expedit r us manner, taking into account the medical certificates and suppor,i rg documents filed by the petitioner, enabling the petitioner to app rar for the B.
