Judgment text

IN THE HIGH COURT OF ORISSA AT CUTTACK WP(C) No. 8561 of 2026 M/s Utkal Pipes, Nayagarh …. Petitioner Represented by Adv. - Mr. M. K. Mohanty (2), Adv. -versus- Ombudsman I, Bhubaneswar …. Opposite Party Represented by Adv. - CORAM: JUSTICE KRISHNA SHRIPAD DIXIT JUSTICE CHITTARANJAN DASH ORDER 08. 04. 2026 Order No. 01. Short grievance of the Petitioner - registered power consumer is as to long pendency of its grievance petition pending on the file of Ombudsman-I, who is the sole OP herein. 2. Learned counsel for the Petitioner submits and we agree that grievance of the kind cannot be kept lingering and that the same needs to be treated on a war footing, the electricity being the lifeline of the people as held by the Apex Court in Chameli Singh v. State of U. P, AIR 1996 SC 1051. 3.

We have consciously chosen not to issue notice to the other side, inasmuch as the prayer is for an order to pass order on the grievance petition, keeping open all contentions of the parties especially when right to speedy justice is treated as a fundamental right. In the above circumstances, this Petition is disposed off directing the Opposite Party to hear and dispose off the grievance, as has been reflected in the document at Annexure-4 dated 19. 12. 2025, within eight (8) weeks after given an opportunity of hearing to all stakeholders. All contentions are kept open. Registry to send a copy of this order to the Opposite Party by speed post before sunset of the day. Web copy of order to be acted upon by all concerned. (Krishna Shripad Dixit) Judge (Chittaranjan Dash) Judge Prasant
