G-III --------th 11/Dated: 30 July, 2024 1. I. A. No. 161 of 2024 has been filed for substitution of legal heirs/ representative of the sole petitioner namely, Bhupendra Chandra Pandey, who died on 10. 04. 2016, during the pendency of the present writ petition, whereas I. A. No. 162 of 2024 has been filed for condoning the delay of about 1728 days for filing the substitution application. 2. Learned counsel for the State has opposed the prayer. 3. It appears that the sole petitioner has died in the year 2016 and the substitution petition has been filed in the year 2024. Thus, there is inordinate delay in filing the substitution - 1 - W. P. C No. 3818 of 2010 petition. I. A. No.

In that view of the matter, I do no find any reason to condone the delay in filing the substitution petition. Accordingly, I. A. No. 162 of 2024 stands dismissed and I. A.
