IN THE HIGH COURT OF MANIPUR AT IMPHAL WP(C) No. 56 of 2024 Loitongbam Ravichandra Singh … Petitioner -Versus- State of Manipur & 3 Ors … Respondents BEFORE HON’BLE MR. JUSTICE A. GUNESHWAR SHARMA 22. 02. 2024 Heard Mr. Murtaza Ahmad, learned counsel for the petitioner and Mr. Shyam Sharma, learned Government Advocate for the State respondents. The petitioner, who applied in the recruitment process for appointment of Assistant Sub Inspector (Male/Civil) in the Manipur Police Department in pursuance of Notification dated 24. 4. 2010 appeared in the Physical Efficiency Test, written test and Viva Voce, but unfortunately, was not appointed in the recruitment done in the year 2013. The petitioner has submitted representations dated 14. 8. 2023, 21. 4. 2023 and reminder dated 16. 11. 2023 to the respondents for consideration of his case referring to the order dated 16. 9. 2021 passed by this Court in WP(C) No. 300 of 2016 and 660 of 2020.
It is submitted that the representations are still pending with the State Government and the petitioner approached this Court by way of the present writ petition with the sole prayer for directing the respondents to dispose of the representation dated 16. 11. 2023 and two reminders to the earlier representations dated 14. 8. 2023 and 21. 4. 2023. It is also mentioned in para 10 of the writ petition that the petitioner scored only 34 marks out of 60 marks in aggregate and the name of the petitioner was reflected at Sl. 43 as non-qualified candidate. Mr. Murtaza, learned counsel for the petitioner submits that a direction be issued to the respondents to dispose of the representations within a stipulated time by speaking order. This Court issued Notice on 19. 1. 2024 and counter affidavit is not filed till date. However, Mr.
Shyam Sharma, learned Government Advocate submits that as per pleadings in para 10 of the writ petition, the petitioner admits that he is non-qualified candidate and the writ petition may be dismissed by the Court. Considering the materials on record and submissions of learned counsel for the parties, the writ petition is disposed of with the direction to the respondents to consider and dispose of the representation dated 16. 11. 2023 along with the earlier two representations dated 14. 8. 2023 and 21. 4. 2023 by a speaking order within a period of three months from receipt of this order. It is made clear that this Court does not express any opinion on the merit of the case. Furnish a copy of this order to learned counsel for the parties for information.
