The present PIL has been instituted on behalf of Leiphrakpam Mohen Singh, the petitioner, praying as follows:- “In the facts & circumstances mentioned hereinabove, it is most respectfully prayed that this Hon'ble High Court be gracious enough: (a) To issue a Writ in the nature of Mandamus and / or such other appropriate Writ/s, order/s, direction/s for constitution of a court monitored Special Investigation Team (SIT) to conduct an enquiry regarding irregularities and illegalities committed in the utilization of the public funds. b) a writ of mandamus or any other appropriate writ, order or direction for an enquiry against the erring officials, by an independent investigation agency and to launch criminal prosecution against them if their complicity is made out. ” Learned counsel appearing on behalf of the petitioner, states that he has instructions to withdraw the PIL without liberty.
