The Petitioner has filed this CLRMC with a prayer to quash the draft notification dated 31. 01. 2024 publishing the Comprehensive Development Plan, 2040. 3. He further sought for a direction from this Court to the Opposite Party No. 1 & 2 for change of use of the Plots owned by the Petitioner society from the “Agricultural (Green) Zone” to “Residential Zone” and incorporate the same in the final development plan. 4. Considering the submissions made by the learned counsel for the petitioner and on going through the averments made in this Writ Petition, this Court is of the view that the present Writ Petition filed by the petition is preliminary and foresighted in nature. Hence, the petitioner is directed to approach this Court pragmatically as and when the cause of action surfaces. 6. However, the Petitioner is free to approach the authority/Opposite Party No. 2/Bhubaneswar Development Authority, Bhubaneswar by way of filing representation. In such event, the Opposite Party No. 2/Bhubaneswar Development Authority, Bhubaneswar shall consider his representation pragmatically and not whimsically. 7.
