IN THE HIGH COURT OF ORISSA AT CUTTACK CRLMP No. 308 of 2026 Rashmita Panda …. Petitioner Mr. Saroj Ranjan Subudhi, Advocate -versus- 1. State of Odisha 2. Director General of Police, Odisha, Cuttack 3. Superintendent of Police, Sambalpur 4. Inspector-in-Charge, Rairakhol Police Station …. Opposite Parties Mr. Sarathi Jyoti Mohanty, Additional Standing Counsel CORAM: THE HON’BLE MISS JUSTICE SAVITRI RATHO ORDER 09. 04. 2026 Order No. 04. (Through hybrid mode) 1. This CRLMP has been filed for a direction to the Opposite Parties for proper and fair investigation in connection with Rairakhol P. S. Case No. 266 of 2025, corresponding to G. R. Case No. 658 of 2025 pending in the Court of the learned SDJM, Rairakhol within a stipulated time period. 2. Perused the instructions dated 11. 03. 2026 and 25. 03. 2026 of the IIC, Rairakhol Police Station addressed to the learned Advocate General and learned Additional Standing Counsel respectively. As observed in order dated 30. 03.
2026, it is apparent that the earlier IIC, Rairakhol Police Station has not taken steps for effective investigation in the case which has been registered since 01. 10. 2025. 3. In view of the nature of the allegations and the nature of the offences, I am of the opinion that it would be in the interest of justice and proper investigation that the investigation of the case should be handed over to the Cyber Police Station, Sambalpur. 4. The IIC, Rairakhol Police Station shall handover the case diary and the relevant documents to the Inspector, Cyber Police Station, Sambalpur for the purpose of investigation within a period of ten days with intimation to the Superintendent of Police, Sambalpur. It is expected that the investigation will be conducted expeditiously in order to nab the culprits as well as to recover money of the Petitioner. 5. The CRLMP is disposed of with the aforesaid direction. 6. Copy of this order be communicated to the Opposite Parties No. 3 and 4 by the Registry.
