The present application has been instituted on behalf of the applicant praying as follows : “In view of the above facts and circumstances, it is therefore, prayed that your Lordship may be pleased to allow the present applicant to implead (i) Govind Mohan (IAS) Secretary, Ministry of Home Affairs, Government of India, North Block, New Delhi-1 and (ii) Lt.
General Vikas Lakhera, Director General of Assam Rifles, Laitkor, Shillong- Pin No. 793010 as the Respondent No. 4 and 5 in the above referred Contempt Petition (C) No. 56 of 2020 which is pending before this Hon’ble Court in the interest of justice, equity and fair play. ” Mr. Kh.
